His professional work has included teaching at all levels of education, serving as a school psychologist and evaluator for public schools, as a researcher with an educational research and development laboratory, as an evaluator of educational reform projects for a Foundation, and currently as a writer and part time faculty member for a graduate school offering advanced degrees in psychology, human sciences, and organizational systems inquiry.

He has served as a consultant for the US Department of Education, chaired special interest groups for the American Educational Research Association and for ISSS. He currently serves as vice-president and financial officer for the International Systems Institute. Key publications reflect his interest in educational systems design and change: Perspectives of Individualized Learning, The Facilitative Role of Teachers, Educational Organizations for all Seasons, Creating the Conditions for Renewal, The Transformation of Education, Evaluating Educational Systems Systemically, and most recently, essays on The Missing Links in Public education.
